Abstract The chapter examines the status and treatment of foreigners during the time of the Hohenstaufen dominion, based on documents and legal texts of Frederick II, with special focus on the imperial period. Is a stranger viewed as a „foreigner“ in the sense of exclusion or simply as demarcation from the citizen? Or is it more important to protect him through special (or liberal) measures? Economic, social and financial distinctions are necessary to answer this question, since a positive or negative assessment of the stranger
depends not only on the respective situation but also on the interests of the ‚state‘ or the ruler (primarily of an economic or financial nature). What does the ruler expect from the stranger, what does he hope for or fear, and what (ad hoc or permanent) measures serve to achieve these objectives?
